James Brown
Before establishing James Brown Advisors, Jim worked for over 20 years on a wide range of public policy initiatives within the government and non-profit sectors, as well as leading legislative and regulatory advocacy on behalf of a financial services institution. His decades of experience include work for the Federal Election Commission, United States Senate Committee on Government Affairs, and The Council of State Governments (CSG).
After working directly for and with government officials for many years, Jim transitioned to leading Capital One Financial Corporation’s nationwide state and local government relations team for a decade. In this role he was instrumental in formulating legislative and regulatory advocacy and public official engagements with governors, attorney generals, state legislators, state financial services regulators, and local officials to achieve goals he helped established along with multiple business lines. Jim then moved to the position of Senior Director for West Coast External Affairs. In that role Jim led all California state and local public policy engagement, as well as non-profit philanthropic outreach and grant support for Capital One throughout the West Coast.

Jim’s advocacy work over the years includes the following highlights:
Collaborating with national and state trade groups to implement effective advocacy response strategies to legislative and regulatory proposals.
Identifying, vetting, and establishing beneficial collaborative relationships with mission-aligned non-profits advancing financial well being, small business economic development, and affordable housing.
Coordinating advocacy outreach to external policymaker associations (National Governors Association, National Conference of State Legislatures, Council of State Governments, National Association of Attorneys General).
Designing, implementing and managing customized internal legislative/regulatory tracking and monitoring to ensure legal compliance in all 50 states.
